Are the phones on Virgin Mobile usually “unlocked phones”?

Question by PrettyBaey: Are the phones on Virgin Mobile usually “unlocked phones”?
I want to buy an HTC EVO and I’m wondering if I have to necessarily but it from the Virgin Mobile website. Also, what does “unlocked” mean? Thank you.

Phones from carriers are locked to that carrier, as in they will only work on that network.

Unlocked phones are able to work on any network.
