Computer Blocking Problems?

I have a school issued laptop ( i can bring home ) and just today, our neighbor allowed us access to his wifi. Problem is, anything you try to go on is blocked (well, that's good at least)
Can't check email, no craigslist, no games, no nothing. I can't go on crap. Oh yeah, proxies are blocked too. All of them. I can ping sites with cmd prompt, but there is no run, and i forgot how to make a batch file to open it.
Can someone please tell me how to bypass this stuff?
Go onto another computer. download Firefox, google chrome, Safari. any type of internet explorers. put it on a flash drive. plug that flash drive into your new computer and open the programs through the flash drive. that works in my school, worth a shot
