Computer Virus Need Help Fast?

My computer is infected with a virus i cant access nor download anti-virus program and its constantly giving me pop ups to download overpriced software, i have tried system restore and the virus bypassed that and im out of ideas can anyone help me?
Clean windows registry can speed up the computer.
Over time, you install new programs, uninstalled unimportant programs, update software's, install new devices,
download files from the web, etcetera, hence embarking all records in the registry system.
This is normal, but it is not wise to leave it untouched.
Once in a while, you have to check and remove files that are no longer in use to maintain the speed of your PC.
Clean registry make pc faster.

If you are using XP, try to write msconfig into "Run" command line, and then click on last paragraph, there are some applications which are runned when started the computer. Look for one which you dont know any of it and it looks weird (for example name like xdjsbrn432.exe, its just example), and then see where it is, and delete it. Just be aware to delete wrong file, it could affect your computer.
boot and at the same time tap the F8 key when the options screen appears choose safemode with networking then go to Safety.Live.com that is Microsoft's online virus scanner use the full service scan...you can find manual removal instructions at precisesecurity.com or bleepingcomputer.com...
use another computer and download malwarebytes free edition, to flash drive or burn to cd, then install on your machine rename and run your scans in safe mode, that should work for you.
download avg from someones computer install and run it in safe mode
or try system restore in safe mode
I argee with the Frist Person but do not run malwarebytes in safe mode because the Removal is better in normal. If you need help go to bleeping computer.com
Safe mode with networking, then download Malwarebyteshttp://malwarebytes.org/
When you are about to install it, the rogue will try to stop you, so merely change the mbam-setup.exe file to xxxx.exe, then install it, update it, and run a full scan. Bye-bye rogue.
EDIT:
1. Have you tried booting into safe mode with networking like I advised?
2. Have you tried renaming the installation file like I advised?
3. Are you just guessing that this all won't work and I'm wasting my time?
If all else fails, have someone do the exact same thing as I have mentioned and have them save it to a thumb drive. Then plug it in to your computer and run it.
If that even fails, you will have to reinstall your OS.
Oh one more thing, have you tried killing the process with Task manager? It will usually be a process with a string of numbers. End that and then follow the instructions I gave you.
