   Using Internet Explorer, go to tools, options, privacy, pop up blocker settings and add the site to the allowed box.

   The best option to block only pecific popups is to use Google Chrome popup blocker.
   It is the best popup blokck I have seen. and when you need to find the way for how to unblock, it is way better than IE.

   hold Ctrl when you click the link to temporarily disable the blocker

   Depending on which web browser you are using (ie FireFox, Internet Explorer). But for the most part the options are the same.
   When entering a site that has a pop-up, the top of the page will show you a notice saying "pop-up blocked" or something along those lines. When that occurs you must click that image and it will prompt you to "allow pop-ups for this site", "allow pop-ups temporarily" or "disable pop-up blocker"
   You then choose the option best for your needs.
