How To I Bypass File Creation Error In Windows 2000?

I'm trying to copy a directory file to a hardened Win2K computer from another hardened computer on the same network, and every time it tries to transfer/copy this particular .exe file, I get "File creation error - " followed by various timeout messages. I've granted full access to the directories on the destination computer, but still the same error. Any ideas?
