How To Prevent Windows Xp Password Bypass?

Someone in my family has learned how to bypass passwords for user accounts to gain access to our computer by booting into safe mode using F8 and then changing the password to one of the accounts
Short of taking away the power supply cord, is there a way to prevent them from being able to do this?
Specifics in regards to my question:
-Using WinXP home edition
-Have two user accounts
Questions
-How can I "lockdown" passwords for user accounts so they can't be changed
-Can I disable the administrator account so as not to work with the F8 function?
-Is there any easy way to do this without having to do it with BIOS? I'm somewhat computer savvy, but not enough as to where I'd feel comfortable playing around with BIOS

The mistake is that this "someone" has the actual "administrator" password. Administrator password is the main password that was first assigned when you got the computer. You may have a lot of "users" with admin rights on your computer, but these are all additional accounts. The MAIN one has been compromised.
What you can do is: (make sure you are one of the administrators first)
1. go to start -> run
2. type in "control userpasswords2" without the quotes.
3. change "Administrator" password from the list.
4. change everybody else's account to "power users" so they still have sufficient rights to do what they need to do, but they can't mess with admin rights.
After that, you should have full control over the computer.

What I did is I took away the mouse and keyboard. Or the Power cord or something that they will need to use the computer.
To fend off a hacker you must first think like a hacker. Apparently you have a hacker in the family and he/she knows all the holes and weakness of the system. At your level you can't prevent any hacker from bypassing your password. I suggest you undergo training and be a white cap.
