How to unblock a web browser?

So my internet was acting funny and I had my dad look at it. He found out I was using google chrome and not firefox. I think he may have blocked the browser. Firefox and IE work fine but google chrome says the "web page is not available" if this means its been blocked is there a way to unblock it?
? It shouldn't do that. I would advice you to uninstall it. Then to re-download it and to reinstall the newest updated version: http://www.filehippo.com/download_google… The newer version should run with less problem.
? Otherwise if it still fails, scan for spywares, and malwares found in http://www.filehippo.com (e.g. malwarebytes' antimalware, Spybot Search and Destroy).
? Install CCleaner or a similar Registry cleaner and fix the issues. That could solve your problems. Don't forget to create a System Restore. (Start ? Click on Help & Support ? Click on 'Undo changes to your computer with System Restore' ? Click on Next button ? Under 'Restore point description', type in CCleaner back up and also add the date ? Click on Create button ? After the completion of this task, exit all open dialogue boxes).
? Repair Windows files: Go to Start?Run?Type in sfc/ scannow and insert your Windows operating system when prompted. If it prompt a little dialogue box, just click on it a few times until it resumes again. It is normal.
? Finally, repair Windows at your next boot. Just boot from the Windows Operating system CD back up. And click on install and R or Repair. Be patient.
