Is There A Way To Bypass A Password Protected System And Make The Old Password Reassign?

I keep changing my password to my home computer and someone is bypassing and changing it back to my old password. I double check that my new password is going through but it goes back to the old. ?????
They have a password reset disk and therefore use it when you arent home to reset your password everytime you are away you need to either find it. So log in as you and put in a password with special characters like%*!@ with words and numbers then you and change it then you will have a strong password but then go to the users prompt and create a password reset disk for the password that you just created and then theirs shouldnt work anymore. I hope that this works also make sure they have a limited account and not a administer account on the computer otherwise they can change it anytime they feel like it.
Once someone breaks into a system they are going to make sure they have access so they don't have to break in again. They might have added another account with administrative permissions or some malicious software that allows access.
Still this doesn't seem to fit the typical M.O. Usually they either lock you out completely or stay completely hidden. It could be another problem, though I can't imagine what. How are you changing your password? Is this Windows?
