If you are talking about MSN messenger or Windows Live Messenger, yes, you can unblock someone without re-adding them to your contacts. To be able to do this, go to “Tools” on your MSN Messenger or Windows Live Messenger and after that go to “Options”. After clicking “Options”, a window will open. On the left-hand side of the Window, click “Privacy” and when you click “Privacy”, you will see the “Allow list” and the “Block list” on the right-hand side of the Window. The “Allow list” is a list of your of contacts who you have not blocked whether you have deleted them or not and the “Block list” is a list of your contacts who you have blocked whether you have deleted them or not. To unblock a contact in your “Block list”, just click the contact you want to unblock and after that, click the “Allow” button in between the “Allow list” and the “Block list”. After you have done this, the contact which you allowed will be added to your Allow list.
This is how to unblock someone on MSN Messenger or Windows Live Messenger without re-adding them to your contacts.

Right click the blocked contact and it should come up with a list of options, click Unblock and its works a treat without re-adding them.

yes, go to TOOLS> OPTIONS>PRIVACY
…Now just move contact from ‘block list’ to ‘allow list’
