My Sim Card In My Cingular Phone Has Been Blocked. I Need To Unblock It?

I was trying to setup the security on my phone, but it said I needed a password. Then, I input the wrong passwords. Now, I need to unblock my SIM card to use my phone again. I'm never ever gonna do that again. What should I do?
