Symantic is a security company that has determined the restricted site to be dangerous. Without knowing what the site is I cant make a judgement on it, but I trust the professionals that deal with these sites to judge their safety. (Visiting the wrong site CAN DESTROY all the data on your computer)
Unless you or someone else accidently set it to be restricted, I would NOT change their setting.
