If you are using Windows Xp open the start menu > settings> control panel. Choose security center after that windows firewall switch it off if you want to unblock all programs or go to exceptions and choose the program you want to unblock. Select Tool -> Internet Option -> Privacy -> At the bottom, titled Block pop-ups, click on settings.
In settings, you could add the website that you allow pop-ups to happen =)
